If you don’t have a hot wire foam cutter I would strongly consider getting one. It is such a great tool for shaping edges. Very fast cutting leaving smooth edges. If possible I would build the scene off the layout including as much of the surface detailing (painting, water, grass, rocks, etc.) as you can.
