Art, the over and under track plan is essentially what I did in an 11x8 space. I ended up with 4% grades up and down to get clearance for scale O engines and cars. If you are considering that arrangement, I would suggest setting up a track at what grade you would need and seeing how many cars your engines can pull up the grade.
