If you are talking about the Lionel cylindrical hoppers you have to change the entire truck. I tried switching out the wheel sets and it can not be done they way they are designed. So I bought new trucks and switched out the entire trucks.

If you are talking about AM or SHS 3 bay hoppers, you can change out the wheel sets.
