I suspect the difference is the PS/3 electronics use different motor drive circuitry. AFAIK, the flywheel in the PS/3 locomotives are the same size as the similar models in PS/2. I believe this to be a change in the electronics, perhaps an unintended consequence of the upgrade to PS/3.
