Is the license issue even legal? I thought the dispute over licensing was settled in favor of model railroad manufacturers in the UP/MTH lawsuit.

Is there any idea how Siemens works with licensing? I'm curious if it's a 1 time purchase or a royalty on per model produced. I'd assume any O Scale manufacturer would have issues with the volume needed to offset a license.
