Girard whistling train station

A friend just gave me a tinplate Girard whistling train station, probably early 1950s, in perfect shape: no dents, no play damage, no rust, and no discoloration.  It looks Santa Claus new.  It even has a small coil of wire and an instruction sheet.  The instruction sheet is in unreadable condition.  

What do I need to know to hook it up and make it work?  Is there some sort of switch to operate it?
