Bob; that voltage across C1 is way out of whack. It should be about 24VDC with 17.5 VAC supply. The cap may be shorted out or something like that. For the heck of it why not put in one of your 470 uF caps and see what happens? eek

And your soldering on the 317 looks just fine BTW.
