When I worked at a gas plant back in the 80s, our pipe racks had crushed limestone underneath where the racks were close to the ground. There were concrete walkways between buildings where the pipe racks went overhead. The ground-level pipes needed to be kept clear of vegetation. I'm not aware of what policies were used at other installations.
