I would lean toward a correct set. The early catalogs would state a 6"engine, tender and 5 1/2" passenger car. The car would be whatever was available. Could be a car with or without a road name herald, but the herald cars are more desirable.
I have many wheels colored on the inside, so not unusual. Reused tin was normally out of sight, but not always. These are on parts of a visible floor.
