Hand held is not recognized

I am new to the Forum and need some help. I have set up the TIU and tried to load a MTH diesel into the hand held device. I keep getting a message saying that there no locomotive present. After several tries, I place another locomotive, in place of the first, and received the same message saying that there was nothing to load. I have set up the TIU to be able to use Fixed 1 port. I also tried using Fixed 2, but even though juice is going in, there is no juice going to the track. What am I doing wrong? Please help, thank you, Jim
