Thank you for answering. Sorry it took so long to get back to you. Working long hours due to weather. 21 Volts in Neutral (1-3 AMPS) with it idling waiting for it to run. Starts to run and voltage drops to 15V and amps up to 8.2 continues a little bit and then stops again and returns back to the 21V. Pressing direction, horn, whistle doesn't do anything. It has a mind of its own. Afraid to run it any more for fear of damaging engine.
