HELP WITH A SMOKE UNIT PROBLEM

Good morning all, I upgraded a smoke unit on a Lionel N&W J #6-38095. The problem I'm having has got me puzzled. The smoke unit will work just fine if the shell is off the chassis. It also will work if the shell is on the chassis, but the smoke unit exhaust is not lined up will the shell. If I line up the smoke unit exhaust with the shell it will not work. The fan will spin with no problem, all times, but the resistor with not heat up if the smoke unit exhaust is moved or lined up with the shell. I checked all connections they seem to be fine. I would appreciate any help.
