FWIW, I have that exact K-Line Trainmaster, and mine certainly doesn't act like you describe! Mine starts moving at the first speed step.
As a test, when it's moving, lightly hold it back, if it has cruise enabled, it will fight a lot harder to maintain speed than if the cruise isn't enabled. BWIW, mine does have functional cruise, though that's a frequent failure item on the K-Line stuff.
Apparently mine doesn't have cruise control even though the manual states that it does. Thanks John!
