Not moving would actually be far more likely to be the wiring or the DCDS, I really doubt it's the motherboard. It could be the R2LC, but that's less likely than the DCDS or wiring.

The DCDS for your locomotive is not available, but they have a reference to a replacement.

This is the suggested replacement for the DCDS.
