Is Lionel making their new tooling to allow 2railers to use their engines?

Not that I know of. The new Lionel diesels have what they call "kinematic" pilots that look like fixed pilots, and only swing with the trucks on tight curves. A nice balance between scale appearance and 3 rail functionality. They also have mounting pads for Kadee scale couplers for "3RS" people like me who want them. I don't think they have any plans for 2 rail.
MTH's scale wheeled locomotives and Atlas O models are your best bet for 2-rail.
The photos I posted are of Atlas HO models.

That loco is an ex-Canadian National GP40-2LW with a Canadian style wide cab (also called a comfort cab) There a a few other US roads that have these ex-CN units, but CSX is not one of them.
