Are you trying to move the wheels by hand with the motor connected to them? If so then the wheels not moving is normal.

Lou, did you read the first post? He also indicates that the wheels are binding even without the motor installed.

I removed motor and gave the motor voltage and it started to run. I find out that the axles are binding and motor could move it. I tried WD40 and working the wheels and I still can't get it to move freely. Is there any way to get lubrication to the axles?
