Lou, did you read the first post?  He also indicates that the wheels are binding even without the motor installed.

I assumed that meant that the poster applied voltage to the motor and it moved the wheels as he said the "motor could move it". I though what the poster meant was that the wheels would move with the motor running but were stuck when they tried to move them by hand. So my bad.
