HOW TO I REMOVE AND APPLY SAFETY PLACARD STICKERS TO AN ATLAS TANK CAR?

I have safety placard stickers that came with this car and I am not sure if they are dried out? They don't seem to want to peel back at the corners? Are these indeed stickers?
