Well, it's definitely the bell coil. I moved the wires that go from the back of the LED bulbs in their tubes as far away from the coil box as slack allowed (I had the wires zip tied to the back of the signal). The flickering diminished by over 50 percent. But it's not fixed. But therein lies the problem.
