The Lionel Blue Comet and State cars were first built in the 1920s and 1930s as toys, not scale models, so I doubt they will be calculated as any specific scale. While they were state-of-the-art back then, bottom line they were/are toys made to sell at a price-point and handle 42-inch curves.
