It all depends on the decoder. If it's a "dual mode" DCC decoder, it will operate on analog DC. They usually take about 7-8 volts to start moving.

Thank you,I forgot to add that as a qualifier on my post, I was thinking dual mode decoder, and didn't actually say it.
