How much does a restoration like this cost? Taking a locomotive that's been sitting for decades and making it run again. $1 million? 2 million? More?

It is really almost impossible to attach a "cost to overhaul/restore" number for such a big project, especially when volunteer labor and/or services are involved. Yes, there are certain components that MUST be purchased (especially inside the boiler, such as flues & tubes and superheater tubing & ends) which will require hard dollar donations. Also, the quicker the project needs to be completed, the more money MUST be collected and spent.

How are such ventures economically possible?

Lots, and LOTS of fund raising of a long time.

The groups have to make money to keep these machines running after they are restored.

It is extremely difficult to "make money" with an operating steam locomotive. The best that can be hoped for is making enough money to cover maintenance & operating costs, plus keeping enough in the bank, i.e. in reserver, when the FRA mandated 15 year inspection and re-certification comes due.
