Don, heatshrink is rated for a certain temperature.  If you get almost anything hot enough, it'll burn.  FWIW, joints should NOT be where things heat up if they're done properly!

Yes, heatshrink tubing will burn if you get it hot enough, so will the insulation on almost every wire used in your locomotive or layout!
