Actually, the 2-chuff/4-chuff for LC+ was strictly a no-cost decision by Lionel. Since the LC+ chuff is generated internally on the logic board, changing that would be as simple as changing a line or two of code in the LC+ code base. It had nothing to do with the cost, just some marketing decision I would imagine.
