John,   Yep, that describes what the problem was with my scale K Line ATSF Berk.  I ordered the Cruise M from Ken, at the time, and after installation (along with new can motor from Brasseurs, while I had it apart), it has ran great and cruises great, maintaining speed with a long consist on all grades.  One thing I really like about the ERR Cruise M is the EMF back feed, no flywheel tape needed.  Run it a lot since the upgrade 8 yrs ago with no difficulties.  Yes, the scale K Line engines are hard to beat for what you can pick them up for.   As it turned out, the can motor was good and that leaves me with a spare, (such a thing?), can motor for when needed.
