K-Line Reset issue - Yet another

I reset a K-Line Pennsylvania K-4 Pacific. I changes the ID of the engine first and got the indication of the headlight flashing and the whistle blowing. ID is set. I then reprogrammed the engine using ID = 4.

When first powering the track then initializing the engine the Railsound come alive. I then start the engine in forward and then it stops activating the commands I send to it like "Change Direction", Whistle, bell, etc.

Any opinions as to where my problems are coming from would be appreciated.
