How many wires go directly to the smoke unit? The fan may be separately controlled for chuffs, in which case you could have a triac on the R2LC, wiring issues, or a bad resistor.

Try measuring AC and DC voltage directly across the smoke resistor with the smoke unit on. Tell us what you see.
