Thanks for the info on the LEDs and the load calculation formula. I will need to find 3v LEDs as that is what I have at the buildings due to voltage drop on the long run. I would still like to find a part number for a time delay relay module that could be triggered when the power supply turns on. The output adjustable from 1 to15 minute delay.
