Legacy Cab2 need to go back to Lionel?

This doesn't seem normal, been this way since we got it out of the box. Lionel service wants us to purchase some modules and redo the software. Said there is a charge if it is returned for repair and the issues are software related. Will installing the new software fix this display issue? Doesn't seem to possibly be related to Legacy Software level. Thanks.
