Legacy Command Base

I have been reticent to open the case of my unit as I was attempting to send it back to Lionel for their look/see.  I did not wish to have any warranty issues with Lionel.  However, my CFO just ordered for me a New Command Base Set from Amazon.  So the existing unit as far as I can see is not going back.  So my question.  The current state of the unit is no lights appear when power is supplied.  The Power Supply is putting out a nominal voltage, so that all appears to be correct.  Is there a fuse somewhere imbedded inside the case that may be blown?  I should also mention that when power is applied to the unit the charging lights do light and then quickly go out.  Any Ideas?

As a separate issue/concern, now that I am thinking about it, the unit purchased from Amazon states the the seller is Lionel.  The concern I am just having is in my looking around at various Supplier Websites, the going price is around $330.  The price on Amazon which I think is a great price is $307.  Looking again at the Amazon website there is no mention of New/Refurbish.  Is it possible that Lionel uses this outlet to sell refurbished units and that is the reason for the price?
