Common issue, that vintage of Legacy locomotives had the run of bad fan motors. Be a bit careful opening it up, there are several small connectors right up front that are fairly easy to pull the wires out of if you don't pry them out of the socket, do NOT pull on wires to remove connectors! I carefully work them out of the socket with a very small jeweler's screwdriver.
