I've seen the same thing with certain locomotives. The scale GG-1 seems to have an issue if the track isn't well done, I've seen it stop on a little dip and just sit there spinning the wheels. In that case, the pilot trucks lift the drivers right off the rails. The Lionel T1-Duplex is another one that does the same thing.
