The Legacy CAB2/Base updates are linked from multiple locations but some link more recent versions than others. The link for the 1.54 version of the CAB2 update is all you'll find at http://www.lionel.com/products...ility-module-6-37125 (The lionel.com product page for the Legacy Writable Utility Module - "black legacy module" - 6-37125.) However, for the 1.6 version you have to go to https://www.lionelsupport.com/...roductNumber=6-14295. (lionelsupport.com then "Repairs & Service" tab then "Service Manuals" and search for #990 legacy)
I'm not going to accuse Lionel of having an intuitive website navigation structure by any means.
