What Franktrain said. I use a small piece of heat shrink tubing to remove lights like that. If it is really stuck, use a piece of heat shrink slightly bigger than the lamp, put the heat shrink over the lamp and then apply some heat (heat gun or blow dryer). Let it shrink over the bulb and then turn.
