At least, that's what I'd do if I wanted passengers in my cars. I sure wouldn't spend a lot of money buying 'people' for these.
Yeah, I looked into that as well as 3D printing people from the streamliner era - not steam /1930s. Cost in terms of time and effort was prohibitive, which might be the very same thing that Lionel found.
