A loose e-unit or loose e-unit lever can display like you describe. Tightening the mounting screw is straightforward. If the lever is loose and won't definitively engage, you can counteract that with a shim (say a 671M-22) or use a center punch on the rivet, but the proper fix would be to re-rivet the the fulcrum or replace the lever/fiber board assembly.
