Lionel AC-12 Cab Forward (2231191) Not working after setting engine id

Howdy all, another pre-order, another fun issue.

Just opened up the Cab Forward (2231191) that I received today and ran a quick loop of it on ID #1 in CAB-1 mode where it ran normally (smoked/whistle smoke/whistle/bell/throttle all behaved as expected).

Switched it to program, set the engine ID, switched back to run, and now it is only making a whistle noise when I try and throttle it up / power it up / etc. The cab lights up normally, no cab light blinking. If I switch the engine ID to a different one, it also responds to that ID as well and makes a whistle noise as well on any actions. I tried to re-program the engine ID but it hasn't made a difference.

Any ideas on if this is a quick fix I'm overlooking, or if it needs to get packaged right back up and sent back?



EDIT: Additional Troubleshooting

- Another engine on the track assigned to a different ID is operating normally, the cab forward was whistling whenever a button was clicked for the other engine's ID.

- Removed the tender to isolate the engine, engine does not light up the front headlights until whistle / throttle forward is clicked (and doesn't turn them off either if set into reverse)

Any chance a hard reset (feature code) may fix this, looking more and more like it's a dead/screwed up board
