Lionel 28068 (Rio Grande Hudson Jr.) Signal Sounds Tender - No Chuff or Talk

Bell and Whistle work fine on Tender.

No other sounds (brake, wheel squeal, shutdown sequence, TowerCom). Have tried 2 different 9-volt batteries, still no joy.

Have tried with CW-80 transformer and also with older RW with 5906 switch in line.

Any ideas or advice?
