Lionel 6-12834 Magnetic Crane

I recently purchased a used 6-12834. It works fine except the magnet seems weak. I have to turn the 18v transformer full and then light things still fall of easily. Any thoughts on this? Also, I have to hold the on lever in the on position. Is this normal?
