Lionel 6-18071 Southern Pacific won't respond to Cab-1

This engine positively will not respond, all of my other engines respond correctly (thus eliminating the wiring, remote, command brick question)

I do not have the instructions for this engine and neither does Lionel. Does anyone have instructions for this? I cannot find the program switch on the tender or the engine all that I have is smoke on or off slider on the locomotive. Thank you
