Yep, you sand them down to remove the incorrect numbers and then print the replacements on clear film in the right size and font. Use clear parts cement to stick them on, and a coat or two of clearcoat, job done. FWIW, I did a couple of 80's PW diesels, and the numbers were on clear plastic and they were just decals. They were actually falling off, which is why I had to replace them.
