The suggestions from Pat seem to be the simplest tips one could take without disassembling things. One other seemingly obvious one, but perhaps not so obvious at the same time is whether or not the whistle steam switch is turned ON. According to the diagram in the manual, it looks it might be easy to miss hiding above the rear of the trailing truck underneath the locomotive.
