Lionel Crane Car 6-81881 & 6-81886 LEGACY Operating Problem

Never opened Lionel LEGACY crane and boom car. Out of the box, the crane car motor that turns the crane is not working. All other functions are working fine: lights, hooks,outriggers and boom. Crane will not rotate. I did engage the gears. Ideas?
