Lionel Legacy NYC Hudson cab number 5413 whistle smoke reservior cap question

I removed the dome cap for the whistle smoke reservoir on my Lionel Legacy Hudson cab number 5413 in order to add smoke fluid. When I removed the dome cover a small round meatal part remained attached to the magnet in the dome cap. see attached picture.

I cannot figure where this small metal part goes in the dome cap. The cap is not seating correctly, and whistle smoke is blowing out from under the dome in all directions instead of going straight up. as before.

The instructions only tell you to remove the dome cap, but not how to put it back in place.
