Lionel Mainline auto crossing gate, 5 WIRE VERSION (6-14098)

I just acquired a set: the problem is that the red lights are supposed to flash alternatively the entire time that the gate is down. With mine, only one light comes on and stays on while the gate is down.

Any suggestions? I bench tested it with an annoying 153C under the track contactor, but will swap that out for one of John Wills' relays from Hennings Trains when I actually install it.
