First off, the tender being there or not there has nothing to do with what is happening, so you can eliminate that as a cause. The blinking of the headlight sounds like it's not seeing the Legacy signal. That would explain why it runs in BT but not in Legacy. Do other TMCC/Legacy trains run on the same layout in Legacy mode?
