Lionel PH180

I have a Lionel PH180 that has misbehaved. The other night while running trains a short occurred due to a derailment while backing a train through a turnout. The breaker on the PH180 immediately cut the current. However after eliminating the cause of the short the red indicator on the PH 180 remained lit. The output remains 18V AC. Any idea as to what the problem is and who repairs these besides Lionel?
