Yeah, that would be really difficult!
For something like that, I think I will retract my statement that it doesn't serve any benefit to do the borders first. I still think it's true for the original puzzle in question though with all the distinct Lionel items that fill the whole field.
With all the blue sky and browned grass/brush along the edges, the border would be the only real option as a start point (unless you were able to do the whole train first and then try to build away from it for all those large areas).
