Mgf process of a new top level startup is complex even on small production. Many mfgs are using "just in time" processing or similar strategies, so, it's not like they're going to order a major overage of a part to simoultaneously send stock to the US fo fixes. They don't even know how well each run will sell. Not defending Lionel CS.. just illustrating some of the factors to consider.
