It's not just Lionel who does stuff like that, I worked for a Lincoln Dealer when I was in college. We had a brand new Mark 7 that sat for 6 months waiting for an air shock that went bad out of the factory. Their excuse was all the new parts were production scheduled and we would have to wait for the first spares delivery

Lionel does order some loose parts, but for many of the parts they get in the same items you buy, then tear them apart, photograph each part and put it on the website, that generally takes a month or two after we get ours
